​The Walk Bike Columbia Pedestrian & Bicycle Master Plan, adopted in 2015, is the result of a comprehensive public planning effort.  The Plan contains an extensive analysis of existing conditions at the time of planning, and examines priorities for programs, policies, and a long-term buildout of pedestrian and bicycle infrastructure, as well as a bike share feasibility study.  It is the intent of Columbia Compass: Envision 2036 that Walk Bike Columbia be carried forward in its entirety as a longer-term plan, and as such, it has been incorporated as Appendix M.

Vision & Goals

Walk Bike Columbia envisions an expanded and ADA-accessible network of transit, sidewalks, greenways, trails, and on-street bicycle connections linking people to jobs, schools, destinations, adjacent communities, and one another.  The network serves residents, commuters, students, and visitors alike.  Walking, biking, and transit are an integral part of City projects, policies, and programs and are perceived as routine, efficient, safe, and comfortable options for both transportation and recreation.  People of all ages and abilities enjoy walking and biking and benefit from enhanced quality of life, public health, and economic opportunity.

I'm thinking either keep the vision, or the goals, but not both - or keep neither, honestly, because they are in the executive summary and the vision/goals existing conditions (below) and the guiding principles for the transportation element are listed on the linked page?

BIKE SHARE MASTER PLAN
Bike Share is a network of shared bicycles available for short-term use. It combines the convenience and flexibility of a private vehicle with the accessibility and reliability of mass transit. Bike share systems offer a fleet of specially-designed, durable, and versatile bicycles.

Did you know?

The City has been designated a Bronze Level Bicycle Friendly Community by the League of American Bicyclists since 2008. 
​In October of 2015, Columbia was also the first community in South Carolina to be designated as a Bronze Level
Walk Friendly Community!

Complete Streets

Known as “complete streets,” corridors that adequately provide for all roadway users, including pedestrians, transit riders, bicyclists, and motorists allow for daily, individual transportation choices, rather than relying on a one size fits all approach to mobility. 

Planning for multi-modal streets presents a tremendous opportunity for the City of Columbia.  By developing a connected network of complete streets Columbia will foster economic development, reduce vehicular emissions, improve public health and quality of life, connect residents to jobs, retail, and recreation opportunities, and support “aging in place” as a viable opportunity for all residents. 

The City's pedestrian, bicycle, and complete streets design guidelines, adapted from the design guidelines of Walk Bike Columbia, can be found in Part 9 of the Engineering Regulations.  Access the most recent version by visiting the Columbia Water website, under "Development and Utility Construction."
